How to Get a Foreign Credential Assessment for Canada

Learn how a foreign credential assessment becomes an ECA for Express Entry, including provider choice, documents, costs, timing, validity, and licensing.

For Canadian immigration, “foreign credential assessment” usually means an Educational Credential Assessment (ECA). If you rely on foreign education for Express Entry education points, you generally need an ECA from an IRCC-designated organization. The report must generally be less than five years old at the relevant Express Entry stages.

Foreign credential assessment or ECA: what the terms mean

A foreign credential evaluation compares education completed outside Canada with a Canadian credential. For immigration, the current Canadian term is Educational Credential Assessment, or ECA. An ECA verifies that a foreign degree, diploma, certificate, or other credential is valid and comparable to a Canadian one for immigration purposes. IRCC explains how an ECA works and notes that different assessment types exist.

The purpose matters. An immigration ECA is not automatically the same as an evaluation for university admission, employment, licensing, or professional certification. Before ordering, select a report intended for Canadian immigration and confirm that the organization is designated for this purpose.

Who needs an ECA for Express Entry?

You should usually plan for an ECA if your Express Entry profile will claim education completed outside Canada. The ECA supports the education information you enter and can help establish education-related ranking points, but it does not by itself make you eligible for Express Entry or guarantee an invitation to apply.

If you are considering the Federal Skilled Worker Program

Foreign education is often central to a Federal Skilled Worker assessment because education is one part of the program’s eligibility and selection-factor review. Your education information, language results, work history, admissibility, and other facts still need to fit the current program rules. An ECA confirms the education comparison, not the rest of your eligibility.

If you are considering the Canadian Experience Class

The Canadian Experience Class has no education requirement. However, a candidate with foreign education can use a completed credential and an immigration-purpose ECA to support education-related ranking points. The Canadian Experience Class rules distinguish the absence of an education requirement from the possible value of foreign education in the ranking system.

A practical decision path

  • Foreign education will appear in your Express Entry profile: identify the credential and plan for an immigration-purpose ECA.
  • You have Canadian education only: an ECA is generally not needed for that Canadian credential.
  • You are applying under the Canadian Experience Class: you can still qualify without education, but an ECA may support ranking points for foreign education.
  • You are unsure which program fits: compare the pathway, the education you intend to claim, and your application timeline before ordering.

Keep eligibility and competitiveness separate. An ECA may strengthen the education portion of a profile while leaving other requirements, such as qualifying work experience or language results, unresolved.

Which foreign credential should you assess?

Choose the completed foreign credential that supports the education information you intend to claim. A diploma, bachelor’s degree, postgraduate qualification, or professional degree may each require a different document plan, and the highest qualification does not automatically produce a particular Canadian equivalency or score.

Use these questions before ordering

  1. Which Express Entry education category will you claim?
  2. Is the credential completed, and can the issuing institution provide the required records?
  3. Do you have more than one completed credential that may be relevant?
  4. Does the assessment organization require records for one credential, several credentials, or a specific sequence?
  5. Will the report be used only for immigration, or do you also need a separate evaluation for school, employment, or licensing?

Hypothetical example: Arjun has a three-year diploma and a completed master’s degree from different institutions. He should not assume that assessing only the master’s degree will automatically support the education category he wants to claim. He should compare the current Express Entry options, review the selected organization’s rules for multiple credentials, and request the records needed for the education information he will actually enter.

If you hold a professional degree, remember that an immigration ECA may confirm an educational comparison without confirming that you may practise the profession in Canada. The licensing question belongs to the relevant provincial or territorial regulator.

Choosing an IRCC-designated assessment organization

IRCC lists designated organizations that can assess foreign education for immigration. The listed organizations include Comparative Education Service (CES), International Credential Assessment Service of Canada (ICAS), International Credential Evaluation Service (ICES), International Qualifications Assessment Service (IQAS), and World Education Services (WES). Review the current designated organization list before opening an account.

There is no universally best choice between WES and ICAS. The sensible choice depends on your country of education, the institution’s document process, the report purpose, your need to assess multiple credentials, and how much support or status visibility you want.

Decision factorWhat to compareWhy it matters
Immigration designationWhether the organization is currently designated for an immigration-purpose ECAA general evaluation from a non-designated provider may not support your Express Entry profile.
Country-specific recordsHow your institution must send transcripts or academic recordsOne missing or incorrectly submitted record can delay the file.
Multiple credentialsWhether extra credentials can be included and how each is orderedYou may need a separate fee, record set, or application instruction.
Report purposeImmigration ECA versus detailed, course-based, employment, or licensing evaluationThe wrong report may not answer the question your application asks.
CommunicationAccount access, document-status updates, requests for clarification, and response channelsClear status information helps you respond before an immigration deadline.
Total costBase assessment, additional credentials, delivery, translation, and institutional chargesThe advertised starting fee may not represent your complete budget.

Compare the instructions shown for your own country and institution on the organization’s current website. Do not choose based only on a friend’s experience, an old forum post, or an advertised turnaround that may apply to a different document situation.

How to order the assessment and prepare your documents

The process begins with the correct report type, not with mailing a diploma. A typical sequence is to create an account, identify the immigration report, read the country-specific document instructions, request academic records, submit documents through the permitted channel, respond to any verification request, and retain the final report details.

Document checklist by situation

  • Identity: use the name and personal details consistently across the application, passport, provider account, and academic records.
  • Name difference: prepare the legal name-change, marriage, divorce, or other supporting document requested by the organization if your records use different names.
  • Academic records: request official transcripts or other institutional records exactly as the organization instructs. The institution, not the applicant, may need to send them.
  • Translations: arrange a translation when a required document is not in an accepted language. Submit both the original or copy requested and the translation in the format specified.
  • Electronic records: use electronic delivery only when the selected organization and institution support that method.
  • Sealed envelopes: do not open a sealed envelope if the organization requires it to remain sealed.
  • Multiple credentials: list each credential you want assessed, check whether separate records are required, and confirm how additional credentials are added to the order.
  • Unavailable records: contact the issuing institution first, then follow the organization’s procedure for unavailable, damaged, or discontinued records.

Keep copies of your order confirmation, payment receipt, documents sent, tracking information, and every message from the assessment organization. These records make it easier to explain a delay or correct a submission problem.

Budgeting the full ECA cost and timeline

The cost of a foreign credential assessment is not always limited to the base report fee. Build your budget around the parts that apply to your situation, then check the selected organization’s current price list before paying. • Base assessment: the charge for the immigration-purpose report.
  • Additional credentials: a separate amount may apply when you add another diploma, degree, or certificate.
  • Document delivery: include electronic or courier delivery charges where applicable.
  • Institutional fees: your school or examination authority may charge for transcripts, verification, dispatch, or record retrieval.
  • Translations: budget for translation when documents are not accepted in the required language or format.
  • Verification or resubmission: further requests may create extra administrative or document costs.

Processing time depends on complete records, the institution’s response, the assessment organization’s procedures, and whether verification is needed. Ordering early is safer than waiting until an invitation or application deadline is close, but confirm that the report supports your intended immigration plan before paying.

How the ECA is used in an Express Entry profile

Once the report is issued, use its information to enter your foreign education accurately in the Express Entry profile. The report helps establish the Canadian comparison for the credential, while the profile and application still depend on your complete education, work, language, family, status, and admissibility information.

IRCC’s Express Entry score guidance states that foreign education requires an ECA from an approved organization for the relevant education information. The assessment must generally be from the last five years at the relevant score-calculation stages, so record the issue date and plan around it.

An ECA does not guarantee a particular number of points, eligibility, an invitation to apply, permanent residence, or a positive decision on the later application.

What an ECA does not prove

An ECA establishes an immigration-purpose comparison between foreign education and a Canadian credential. It does not grant a licence, professional certification, admission to a Canadian school, authorization to work, or recognition by an employer.

For regulated work, the relevant provincial or territorial regulatory organization decides whether your education, training, examinations, language ability, experience, and other requirements meet the occupational standard. Foreign credential recognition guidance explains that licensing and certification assessment is generally separate from an immigration-purpose educational assessment.

Common problems and practical responses

The provider says records are missing
Read the country-specific instruction again and ask the institution to send the required record through the accepted channel. Keep proof of the request and respond within the stated timeframe.
The provider requests verification
Follow the request precisely, give the issuing institution time to respond, and avoid sending informal substitutes unless authorized.
Your names do not match
Prepare the legal document that connects the names and submit it in the required format.
Your documents are rejected
Identify whether the problem is the document type, translation, seal, sender, image quality, or delivery method. Correct that specific defect instead of resubmitting the same record.
You ordered the wrong report
Ask the organization whether the report can be changed or reissued for immigration before relying on it in your profile.
Your ECA is close to expiry
Compare the report issue date with the dates you expect to use your profile and submit any later application. Plan a new assessment if it will be more than five years old at a relevant stage.

ECA questions applicants still ask

Is a foreign credential assessment the same as an ECA?

Not always. “Foreign credential assessment” is a broad phrase for evaluating education completed outside Canada. An ECA is the immigration-purpose report used for Canadian immigration, so the report type and organization’s designation matter.

Do Canadian Experience Class applicants need an ECA?

Not to meet the Canadian Experience Class education requirement, because that class has no education requirement. However, an ECA may help a CEC applicant claim ranking points for completed foreign education.

Which organization is better for Express Entry, WES or ICAS?

Neither is universally better. Compare current designation, country-specific document instructions, multiple-credential handling, communication, report purpose, total cost, and your ability to obtain records.

Can an ECA qualify me to work in a regulated profession?

No. An ECA may support immigration education information, but a provincial or territorial regulator controls licensing and professional authorization.

What happens if my ECA is more than five years old?

An older report may no longer meet the timing requirement for the relevant Express Entry stage. Plan a new assessment if the report will be outside the permitted period when you rely on it.

Can I assess more than one foreign credential?

Often, applicants can request assessment of more than one completed credential, but the organization’s ordering and document rules control the process. Confirm the treatment of additional credentials and budget for separate records or charges where required.

Plan your next Express Entry document decision

Before ordering, gather your completed credentials, issuing-institution contact details, name-change evidence, translation needs, language-test status, and target Express Entry pathway. This preparation lets you compare an organization’s instructions with your actual documents instead of choosing from general recommendations.
